The winning design is focused around a simple square stone plinth around which are curtains or veils of vegetation. The plinth is a stage for water based displays which include a floodable surface and a series of fountains, it is a surface on which the iconic Gloucester puddle can be formed. The plinth is infinitely flexible in terms of its use, it can be entirely flooded or completely dry dependent on the anticipated level of use. The water feature concept has been developed with Peter Dawson of Ocmis, water specialists for the award winning Sheaf Square in Sheffield.

The encircling veils of foliage are formed with stands of closely planted trees the branches of which are trained together to form a living horizontal stratum from which new sprouts will emerge each year. It is hoped that local waterside species will be used.

This is a landscape that evokes the best qualities of the City; it breathes with Gloucester reflecting its past and its every move.
